Information and Library Network (INFLIBNET) Centre, Gandhinagar is an Autonomous Inter-University Centre (IUC) of University Grants Commission, New Delhi (Ministry of Education, Govt. of India). It is a major National Programme initiated by the UGC in March 1991 as a project under the IUCAA, it became an independent Inter-University Centre in June 1996. INFLIBNET is involved in modernizing university libraries in India using the state-of-art technologies for the optimum utilisation of information. INFLIBNET is set out to be a major player in promoting scholarly communication among academicians and researchers in India.

1. LIBRARY AUTOMATION
The development of Union Databases of various library resources i.e. Books, Theses and Serials have been one of the most important activities of the Centre since its inception. In the beginning, the Centre has funded potential universities of the country for creating bibliographic records of their library collections.
Software for University Libraries (SOUL) is an state-of-the-art integrated library management software designed and developed by the INFLIBNET Centre based on requirements of college and university libraries. It is a user-friendly software developed to work under client-server environment. The software is compliant to international standards for bibliographic formats, networking and circulation protocols.
- The first version of software i.e. SOUL 1.0 was released
during CALIBER 2000.
- The SOUL 2.0 software was released in January 2009 and the
latest version of the software i.e. SOUL 3.0 released in February 2021.
The database for new version of SOUL is designed for latest versions of MS-SQL
and MySQL (or any other popular RDBMS)
2. E-CONSORTIUM
Based on the recommendation of an Expert Committee, the Ministry of HRD (now renamed as Ministry of Education) has formed e-ShodhSindhu merging three consortia initiatives, namely UGC-INFONET Digital Library Consortium, NLIST and INDEST-AICTE Consortium.(December 2015)The e-ShodhSindhu will continue to provide current as well as archival access to more than 10,000 core and peer-reviewed journals and a number of bibliographic, citation and factual databases in different disciplines from a large number of publishers and aggregators to its member institutions including centrally-funded technical institutions, universities and colleges that are covered under 12(B) and 2(f) Sections of the UGC Act.

The Project entitled "National Library and Information Services Infrastructure for Scholarly Content (May 2010)", being jointly executed by the e-ShodhSindhu Consortium, INFLIBNET Centre and the INDEST-AICTE Consortium, IIT Delhi provides for i) cross-subscription to e-resources subscribed by the two Consortia, i.e. subscription to INDEST-AICTE resources for universities and e-ShodhSindhu resources for technical institutions; and ii) access to selected e-resources to colleges. The N-LIST project provides access to e-resources to students, researchers and faculty from colleges and other beneficiary institutions through server(s) installed at the INFLIBNET Centre. The authorized users from colleges can now access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized users through servers deployed at the INFLIBNET Centre.
The InfiStats Usage Statistics Portal is developed by INFLIBNET Centre for monitoring the usage statistics of various e-resources made accessible to the member institutes under e-Shodh Sindhu Consortium. The InfiStats harvests the COUNTER Usage for members through SUSHI Protocol. The InfiStats portal imports the usage data from the publisher's website. The InfiStats interface provides journal title level usage to member institutes. The member institutions can also login to this portal for monitoring the usage of their respective e-resources that are available to them through central funding. The portal also provides an option to include the usage for self-subscribed resources by the member institutions and monitor from the InfiStats portal.
Most of the publishers use IP filtering as a de facto standard for authenticating authorized users in subscribing institutions and providing access to e-resources to them. While IP-based access is most convenient, safe and hassle-free authentication mechanism for publishers as well as for subscribing institutions, it has some limitations. One of the most serious limitation of IP-filtered access to e-resources is that the users can access e-resources only when they are in the Institute campus. Ideally, an authorized user should be able to access e-resources irrespective of his / her physical location at any time as long as he has access to the Internet.
Based on the recommendation of Sub-Committee, National Steering Committee (NSC) of e-ShodhSindhu, The Ministry of Education, Govt. of India has initiated a programme "ShodhShuddhi" which provides access to Plagiarism Detection Software (PDS) to all universities/Institutions in India since Sept 1, 2019. 1000+ institutions are identified which includes

A reservoir of Indian Theses
The Shodhganga@INFLIBNET Centre provides a platform for research students to deposit their Ph.D. theses and make it available to the entire scholarly community in open access. The repository has the ability to capture, index, store, disseminate and preserve ETDs submitted by the researchers
Under the initiative called “ShodhGangotri”, research scholars/research supervisors in universities are requested to deposit an electronic version of the approved synopsis submitted by research scholars to the universities for registering themselves for the Ph.D. programme now it is expanded to MRPs/PDFs/Emeritus Fellowship, etc.
Shodh-Chakra is an initiative of Information and Library Network (INFLIBNET) Centre under the guidance of University Grants Commission (UGC) to help the academic community during their research life cycle. ShodhChakra provides a unique space to the researcher, guide/supervisor and university to manage the research lifecycle of a research scholar. This will work as a digital workspace wherein researchers can collect, store, organize and cite their research work. The Shodh-Chakra would help researchers to create their profile and manage their preferences. The process of using the portal starts with signing an MoU between University and INFLIBNET Centre. The university/institute has to provide valid information of the researcher and supervisor. Further, researcher can login into system and avail the features of Shodh-Chakra. The system will generate login credentials to researchers, supervisors and universities
Research Project Database is details of the accomplished and ongoing funded projects, carried out by various faculty members, working at various universities in India. Currently, it contains more than 13600 research project's information funded by various funding agencies viz. UGC, ICAR, ICMR, DST and DBT etc. The details of the project information have been collected from the project directors, and funding agencies.
INFLIBNET's Institutional Repository
The Centre has established an institutional repository called IR@INFLBNET using DSpace, opensource software. The papers published in the proceedings of the CALIBER and PLANNER are uploaded into the repository. The Repository also includes course materials, newspaper clippings, etc.
INFOPORT
INFOPORT: INFLIBNET Subject Gateway for Indian Electronic Resources is designed to facilitate registering of an Internet resource into the portal and extending its access to users. INFOPORT supports browsing of Internet resources by Dewey Decimal Classification (DDC) Scheme.
4. E-CONTENT DEVELOPMENT AND SERVICES
ILMS i.e. INFLIBNET Learning Management Service offered by the Information and Library Network Centre (An IUC of UGC) to the institutions of higher education across the country. This service is being offered to all the Central, State and Deemed universities on request basis. It provides pre-populated learning content, derived from e-PG Pathshala: A Gateway to PG Courses, as per the prevailing guidelines of UGC.
5. PROJECTS & SERVICES
VIDWAN is the premier database of profiles of scientists / researchers and other faculty members working at leading academic institutions and other R & D organisation involved in teaching and research in India. It provides important information about expert's background, contact address, experience, scholarly publications, skills and accomplishments, researcher identity, etc
IRINS is web-based Research Information Management (RIM) service developed by the Information and Library Network (INFLIBNET) Centre. The portal facilitates the academic, R&D organisations and faculty members, scientists to collect, curate and showcase the scholarly communication activities and provide an opportunity to create the scholarly network. The IRINS is available as free software-as-service to the academic and R&D organisations in India.e-PG Pathshala is an initiative of the MHRD under its National Mission on Education through ICT (NME-ICT) being executed by the UGC. The content and its quality being the key component of education system, high quality, curriculum-based, interactive e-content in 70 subjects across all disciplines of social sciences, arts, fine arts and humanities, natural & mathematical sciences, linguistics and languages have been developed by the subject experts working in Indian universities and other R & D institutes across the country. Every subject had a team of principal investigator, paper coordinators, content writers, content reviewers, Language editors and multimedia team.
Vidya-mitra is an online learning portal for all the e-content projects developed under the NME-ICT (National Mission on Education through Information and Communication Technology), MHRD. The portal provides facility to search and browse all hosted content wherein a learner can easily access the desired material including audio/video learning material, textual material, multimedia-enriched materials etc. through a single interface. Moreover, features of faceted search, usage statistics, project-wise access, My-Space are incorporated in this portal.
A VERTICAL OF SWAYAM
SWAYAM is a programme initiated by Government of India and designed to achieve the three cardinal principles of Education Policy viz., access, equity and quality. The objective of this effort is to take the best teaching learning resources to all, including the most disadvantaged. SWAYAM seeks to bridge the digital divide for students who have hitherto remained untouched by the digital revolution and have not been able to join the mainstream of the knowledge economy
The SWAYAM PRABHA is a group of 34 DTH channels devoted to telecasting of high-quality educational programmes on 24X7 basis using the GSAT-15 satellite. Every day, there will be new content for at least (4) hours which would be repeated 5 more times in a day, allowing the students to choose the time of their convenience. The channels are uplinked from BISAG, Gandhinagar. The contents are provided by NPTEL, IITs, UGC, CEC, IGNOU. The INFLIBNET Centre maintains the web portal.
6. RANKINGS AND ACCREDITATION
The ranking framework outlines a methodology to rank institutions across the country. The INFLIBNET Centre is responsible for the development of NIRF Web Portal including data capturing system, perception capturing system, the feedback mechanism and the ranking platform. The Centre is also involved to provide and verify data on publications, citations, patents and highly cited papers within India.
Atal Ranking of Institutions on Innovation Achievements (ARIIA) is an initiative of Ministry of Education (MoE), Govt. of India to systematically rank all major higher educational institutions and universities in India on indicators related to “Innovation and Entrepreneurship Development” amongst students and faculties.
The National Board of Accreditation (NBA), India was initially established by the AICTE (All India Council of Technical Education) under section 10(u) of AICTE Act, in the year 1994, in order to assess the qualitative competence of the programs offered by educational institution from diploma level to post-graduate level in engineering and technology, management, pharmacy, architecture and related disciplines, which are approved by AICTE.
The NATIONAL ASSESSMENT AND ACCREDITATION COUNCIL (NAAC) conducts assessment and accreditation of Higher Educational Institutions (HEI) such as colleges, universities or other recognised institutions to derive an understanding of the ‘Quality Status’ of the institution. NAAC evaluates the institutions for its conformance to the standards of quality in terms of its performance related to the educational processes and outcomes, curriculum coverage, teaching-learning processes, faculty, research, infrastructure, learning resources, organisation, governance, financial well being and student services.
7. DATA SERVICES

The “ICSSR Data Service” is culmination of signing of Memorandum of Understanding (MoU) between Indian Council of Social Science Research (ICSSR) and Ministry of Statistics and Programme Implementation (MoSPI). The MoU provides for setting-up of “ICSSR Data Service: Social Science Data Repository” and host NSS and ASI datasets generated by MoSPI. The ICSSR Data Service hosts a comprehensive set of statistical datasets in social sciences generated and contributed by the Ministry of Statistics and Programme Implementation (MoSPI), New Delhi. Subsequently, scope of the repository would be expanded to include datasets from all social science institutes under ICSSR's direct purview as well as Government agencies. The ICSSR Data Service is set-up with an aim to support researchers, teachers and policymakers who are heavily rely on high-quality social and economic data for their research.
8. E-GOVERNANCE AND TECHNICAL SERVICES
The University Grants Commission assigned the responsibility for setting up IT Cell at UGC and development and maintenance of the website of the UGC as well as for automation of its various schemes, Grant Management System and e-Scholarship-Fellowship Award Registration Tracking System (e-SARTS).
Teachers are the backbone and the core of the education system.
The Centre is engaged to design and develop a dedicated portal for the scheme Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT). The portal provides all information related to PMMMNMTT such as about scheme, list of Centres and program schedule, etc. A dashboard is developed for each component such as LEAP, ARPIT, NRC, HRDC, TLC, FDC, SoE, etc.
The Indian education system began with ancient scriptures thousands of years ago. It has now transformed into modern-day education imparted in the finest of institutions. The network of 42,000+ colleges and 1000+ universities have aided India to become an attractive education hub for international students. The same richness of Indian higher education needed due focus and led to the birth of the idea of the Study in India programme.
The Centre is fully engaged to develop dedicated website of NTA with necessary dynamic and user-friendly modules including test practice centre module, admin module, mock test module, test admin Portal, exam centre module, TA admin module, admit card module and exam result module.
Unnat Bharat Abhiyan is inspired by the vision of transformational change in rural development processes by leveraging knowledge institutions to help build the architecture of an Inclusive India
Ek Bharat Shreshtha Bharat programme aims to enhance interaction & promote mutual understanding between people of different states/UTs through the concept of state/UT pairing. The states carry out activities to promote a sustained and structured cultural connect in the areas of language learning, culture, traditions & music, tourism & cuisine, sports and sharing of best practices, etc.
9. CONVENTIONS
Convention on Automation of Libraries in Education and Research Institutions (CALIBER), a bi-annual convention, organized by the INFLIBNET Centre in different parts of the country in collaboration with universities, was initiated in 1994. The convention invites high quality papers on research and technical works, case studies, technology updates, etc. related to the themes and sub-themes of the convention for a given year. The convention provides a unique forum to the library and information professionals, teachers, IT professionals, consultants and users involved in automation and networking of libraries as well as information providers to come together and interact on the subjects of mutual interest. So far, 22 conventions have been organized in collaboration with different universities. The CALIBER 2022, 22 in the series and 13th International CALIBER is being organised in collaboration with BHU,Varanasi, Uttar Pradesh, India during November 17-19, 2022.

Promotion of Library Automation and Networking in North-Eastern Region (PLANNER) is a bi-annual convention with a special focus to uplift academic libraries in the North-Eastern region, India in the aspect of library automation and networking. The event is organized by INFLIBNET Centre along with the universities located in the respective North-Eastern States. The first PLANNER was held in North-Eastern Hill University (NEHU), Shillong, Meghalaya during 6 - 7 November 2003. Subsequent PLANNERS were held in Manipur University, Imphal, Assam University, Silchar, Mizoram University, Aizwal, Gauhati University, Guwahati, Nagaland University, Dimapur, Tezpur University, Tezpur, Sikkim University, Gangtok and Dibrugarh University, Dibrugarh. The convention is a forum comprising of practicing and teaching librarians along with experts and students in the LIS profession who will deliberate upon a wide range of topics based upon the theme that is pertinent to library automation and modernization of libraries with a focus on the North-Eastern States of India. PLANNER 2016 is being organized by INFLIBNET Centre in collaboration with North-Eastern Hill University (NEHU), Shillong, Meghalaya during 9 – 11 November, 2016 at NEHU, Permanent Campus, Shillong 793 022, Meghalaya.
10. ICT SKILL DEVELOPMENT PROGRAMMES
Imparting training to manpower working in the university and college libraries in the use of IT is an important objective of the Centre and has been given due priority. 826 training programmes, workshops and seminars focusing on the library automation and networking have so far been conducted benefiting 62772 participants. INFLIBNET Regional Training Programme for Library Automation (IRTPLA), User Awareness Training Programmes on e-resources, Shodhganga, plagiarism detection software and specialised workshops were conducted across the country in collaboration with the universities and colleges Conventions called PLANNER in North-eastern regions and International CALIBER in various states in India are being organized on alternative years as part of the human resource development activities. The Centre has also conducted 153 Training Programmes on SOUL Installation and Operations for its users.
